In a speech 10 years ago, now-Prime Minister Mark Carney called for international efforts to set voluntary standards to guide business and industry to net-zero. But the United Nations initiatives he called for then, and helped establish soon afterward, have floundered, writes economist Jim Stanford, leaving it to governments to set binding limits on climate pollution.
