Nations Ratify the World’s First Treaty to Protect International Waters

A landmark treaty to protect marine biodiversity on the high seas cleared a key hurdle Friday as Morocco became the 60th nation to sign, setting the stage for it to take effect next year. But major players—including the United States, China, Russia, and Japan—have yet to ratify.
